Authorities have laid out the rights of government employees in Abu Dhabi, covering areas such as parental leave, flexible working and salary.
The new "executive regulation of human resources law", announced on Sunday, aims to standardise employment practices across departments and would “support career stability”, the capital's Human Resources Authority said.
It has also been developed with the intention of "providing a safe, healthy, and motivating work environment".
The guidelines stated that UAE citizens will have the option of working part-time, while retaining 50 per cent of salary and other benefits, to encourage them to pursue private business opportunities.
The measure came against the backdrop of the UAE government's efforts to persuade more Emiratis to take on work in the private sector to boost the economy.
Policies around the recruitment of military veterans, people with disabilities and graduates have also been expanded.
New mothers who work for Abu Dhabi government entities will continue to be entitled to three months of maternity leave, in addition to two hours of daily leave for 12 months from the date of their child's birth. Fathers receive three days of paternity leave.
The rules were released in an effort to provide more "comprehensive and flexible" regulations that "support career stability in line with international best practices", the Human Resources Authority said.
The policy warned that employees have no right to promotions, and that these should only be granted “in line with excellent performance, and for those with the requisite skills and competencies”.
Reductions in working hours for medical reasons can be granted by a medical committee, while those working overtime will be compensated with days off in lieu, rather than additional pay, the policy said.
“The government entity shall observe pay grades and structures, and not exceed them,” the rules added.

The annual gathering, organized by ADU administration, drew the participation of His Excellency Ali Saeed bin Harmal Al Dhaheri, Chairman of ADU’s Board of Directors, Dr Waqar Ahmad, Chancellor of ADU, Salem Mubarak Al Dhaheri, Executive Director of Community Relations at ADU, deans of colleges, heads of departments, and more than 500 faculty members.
During the event, His Excellency Ali Saeed bin Harmal Al Dhaheri presented an overview of ADU’s achievements in the academic year 2017-2018. He highlighted the opening of the Dubai campus and Al Dhafra academic center, as well as the start of the construction of the new Al Ain campus.
His Excellency Ali Saeed bin Harmal Al Dhaheri said: “Owing to tireless efforts of its faculty and staff, ADU has witnessed a steady increase in student enrollment since its inception. Upon its launch, the University registered 852 students across seven undergraduate programs – a sharp contrast to the more than 7,500 students from 70 different nationalities who are pursuing their degrees today across 44 bachelor’s, master’s, and doctorate programs offered at our three campuses in Abu Dhabi, Al Ain, and Dubai.”
“ADU ranks third in the International Faculty Index and tenth in the International Student Index in Quacquarelli Symonds’ (QS) World University Rankings 2019. Furthermore, it has entered QS Top 150 under 50 – a ranking of the world’s best universities under the age of 50. These achievements have consolidated ADU’s status as a world-class university.”

Abu Dhabi University (ADU), one of the UAE’s leading multi-campus private universities, partnered with LinkedIn, the world’s largest professional network, to provide ADU employees access to the LinkedIn Learning platform. Now in its second year, the initiative is part of the University’s continuous investment in a culture of learning through virtual professional development programs. ADU employees were given virtual access to a range of educational courses from the comfort of their own homes, allowing them to manage their schedules between working and learning.
Since the launch of the initiative by ADU’s HR Department, ADU employees have completed 3,000 hours of training through LinkedIn Learning. In the first six months of the initiative, there were around 400 active users, representing 90% of the University’s employees. This puts ADUamongst the top educational institutions in the UAE for utilizing LinkedIn Learning for the professional development of its employees. In addition, with 71% of monthly repeat learners, ADU is one of the top educational institutions in terms of employees who regularly use the platform for reskilling and upskilling. This demonstrates high engagement for learning and development opportunities, with 44 completed learning content per user.
Some of the top soft skills ADU learners developed through LinkedIn Learning include leadership, emotional intelligence, operational excellence, business innovation, communications, time management, teamwork,and diversity and inclusion in the workplace. These areas align with the University’s ongoing efforts to invest in the critical skills necessary for a culture of learning and innovation.
ADU’s active LinkedIn presence featured the launch of numerous community-focused initiatives that welcomed public engagement among platform users. For example, as part of the ‘Investing In Our Community’ initiative, the University introduced a series of online courses, workshops and educational events for teachers, professionals, high school seniors and students interested in pursuing higher education.As a result, the University achieved over 106,000 LinkedIn followers, becoming one of the educational institutions with the highest number of followers on LinkedIn in the UAE.

Emirates Red Crescent and Abu Dhabi University recently launched the Education Support Campaign in coordination with Abu Dhabi Cooperative Society and Lulu Group International. Through this collaboration, ADU and Emirates Red Crescent will support disadvantaged students in their university studies, providing them with an opportunity for a successful educational journey. The campaign aims to raise 10 million dirhams, and students will benefit from these funds starting 24 November 2021 and for one year. (This activity is licensed by the Department of Community Development – Abu Dhabi, permit number 022).
Abu Dhabi Cooperative Society and Lulu Group International will aid the campaign by facilitating donations through their different points of sale. Community members will show their solidarity by donating valuable aid to students, starting at two dirhams.
Public donations will be accepted via text message through Etisalat and Du. Bank donations can be sent to Sharjah Islamic Bank - account number (11445518006), IBAN (AE350410000011445518006). Individuals can also donate through the link provided on the Emirates Red Crescent website (https://www.emiratesrc.ae/eduadu), with the donations ranging from ten dirhams to 1,000 dirhams.
